My thoughts also, might be a "better" deal than one person footing the entire cost, but a "good" deal to kill some hogs - I don't think so.
Public land hunting is difficult, no doubt about it - and it will cost you some time and gas money, but I can assure you that the cost won't be anywhere near a grand per hog. I think the last two hogs I whacked cost me a grand total of about $200.00 (total) in gas (plus the time involved).
Having said that, Tejon is a beautiful place, with lots of wildlife.
