Aquaculture Program EIR Draft Document Released for Public Comment

The Department of Fish and Game (DFG) has released drafts of two program environmental impact reports (PEIRs) for aquaculture and is inviting public comment on the documents. Because there are significantly different potential environmental impacts resulting from aquaculture in the marine environment and freshwater aquaculture, one document for coastal marine, and one for inland aquaculture projects have been prepared.

The draft documents are not environmental reviews for individual projects. The California Environmental Quality Act (CEQA) provides for preparation of PEIRs when a series of related projects - such as inland aquaculture projects or coastal marine aquaculture projects - will have generally similar environmental effects that can be avoided or reduced in similar ways. The draft PEIRs provide both the foundation for the subsequent CEQA review required by local lead agencies and for greater consistency and predictability in DFG review of individual applications for aquaculture registrations. DFG anticipates that when future individual aquaculture projects are evaluated, the local lead agency will use the appropriate PEIR to help the initial study focus the project-specific and site-specific environmental review, and that it may rely on incorporation by reference, of data from the PEIR.

Draft documents are available for public review and DFG will accept comments until April 21, 2003. The documents are available for review at county libraries, DFG regional offices and on the internet at http://www.dfg.ca.gov/aquaeir. They may be purchased either in hardcopy or on compact disc as a PDF file for $15 from the Department by calling (916) 445-3417.
