Over the counter Pronghorn license?

My wife wants to go antelope hunting this year, I was thinking about applying in Wyoming, but I missed the deadline. Are there any states that offer Over the counter tags to non residents for rifle hunting?

Last fall I took my son to WYO area 23 near Gillette. It is mostly private with some checkerboarding of state land. I applied for that unit because it has 100% draw odds, in fact, they never sell out and I believe that you can still get the tags. They even have/had OTC doe antelope tags for real cheap. If you decide to do this I can email you a copy of the state land squares that we hunted.
There's not a square mile in that corner of the state that doesn't hold antelope on it. No problem finding antelope on state land, only problem was trying to decide which square to hunt first.

Contact the wyoming fish and game after the draw is complete (june 26th). They have leftover tags every year, buck and doe.
