Wouldn't are coastal habitat get a greater benefit from removal of all septic systems in the relevant areas? I know from experience that the Malibu area has numerous leaking septic systems spewing their filth into our coastal habitat, yet the problem has continued unabated for generations.

Malibu residents are more important than the environment. It's all politics which means it's all horse%20apples.gif
