water hole blind rules/etiquette

I just got back from a scouting trip in nevada helping my cousin find a good water hole to put his blind on. we found sevral decent holes and one in particular needed more investigation. when we walked up on the water hole we discoverd a blind half knocked to the ground from the wind/cows or whatever. we searched around the blind for a note and found nothing. I am new to antelope hunting and was wondering what the deal is. blm and the hunting regs are vauge on their rules. blm asks that you leave a note with dates and contact info. it is also first come first serve. how soon can you put a blind on a hole and expect to keep it. the blind had obviously been there for weeks. If this were a duck blind on public land this would not fly. The first one to the hole in the morning gets the spot. my cousin doesn't want to get into a fight but this dont seem right. we dont even know if the guy or girl is going to be there opening weekend.

what zone? Personnaly if you found several holes I would look towards one of those. If they are a local you can never tell how or what they might do or react. Good luck on the tag. My wife and I will be trying to fill two tags come the 22nd of August too.

The unit my cousin has a tag for is 051. This area recived a lot of spring rain and there is water in just about every hole and spring and the antelope are scatterd all over. this was the only hole we found that they were hitting consistently. I'm not trying to take the hole away from the guy, I'm just trying to find out what others do when setting up blinds. I hear of people who will set up sevral blinds, you cant be everywhere at once! A friend of mine killed his first antelope on opening day out of somebody elses home made blind, he never showed up. My cousins arriving at the area thursday night. if the person dosen't show up he'll sit at the water hole, if he does show up he will move on to one of the other spots.

I had an archery tag for NV a few years back and found blinds with notes in them at several water holes. I decided to hunt the second week and found the notes still there with more names and the dates they hunted them. Because i figured some antelope had already been killed off of these waterholes, I set up on a hole with no existing blind and killed a nice buck on the 4th day. Never saw any other bowhunters, just several guys scouting for rifle season.

I'm thinking also with a little pressure on the "good" holes they might start hitting some of the other surrounding water holes. My cousin dosn't have alot of time with work and school. if he dosn't score opening weekend he'll try one more time in the middle of the week later on.
