Florida hunter sues WY state over hunting license system

CHEYENNE, Wyo. (AP) - A Florida man is suing the state and Tom Thorne, executive director of the Wyoming Game and Fish Commission, claiming the department's policies for out-of-state hunters is unconstitutional.

Donald Schutz, an attorney in Florida and a former Laramie resident and University of Wyoming graduate, claims the quota system for distributing hunting licenses to nonresidents violates his constitutional rights.

Schutz further claims that both the guide requirement for nonresidents hunting in wilderness areas and the pricing structure for nonresident licenses are unconstitutional.

Schutz filed the lawsuit Sept. 12, 2002 in U.S. District Court in Cheyenne.
