A lot of folks seem to be a little confused about when they started accumulating points for the new CA Preference Point system. I touched base with Russ Mohr at DFG for an "official" statement to make it a little clearer.
In short, as we were told last year, all of us who were unsuccessful for premium tags DID receive a point, and the preference drawings will begin this season. If you applied for a premium hunt and were not drawn, you will have one point going into this season's draw.

The accrual or accumulation of points began with the 2002 hunting season for those individuals that were unsuccessful at drawing a tag in the 2002 Big Game Drawing held in June of 2002. Specifically for premium deer hunts, the awarding of points was based on the success of the applicants first choice only. Effectively, the actual implementation of the point system and it's application to tag distribution will begin with this years, 2003 Big Game Drawing.
Regulations pertaining to tag application, tag distribution, awarding and use of points, and specific drawing procedures are addressed in Section 708, Title 14, California Code of Regulations. Substantial modification of Section 708 has been made to the 2002 version of this regulation. While the modified version of the regulation has been formally adopted by the Fish and Game Commission, it is in the final stages of legal review with the State's Office of Administrative Law and is not yet law. The new regulations that will apply to the upcoming 2003 hunting season will be available on the Fish and Game Commissions website in the near future at the following address: http://www.dfg.ca.gov/fg_comm/regs.html
