The town of Likely is south of Alturas on 395 and about 15-20 miles. Basically this is where the zone got it's name. From the south side of the Modoc National Wildlife Refuge to the town of Likely the eastern side of 395 looks like your typical high desert plateaus or table top hills. Flats areas with bluffs and more flat areas. I'll post a pic of my goat and you can actually see Alturas in the background.
The area called the "Garden" is the area north, northeast and northwest of Alturas and is named Devil's Garden. It's a large are with lakes, stock ponds, trees, sage flats and some of the roughest stinking two-tracks around (if you get off the main dirt roads). I think a person can walk faster than drive some of those jeep trails. I guess I was lucky not to have lost a tire or two driving some of those jeeps trails in my Z71. Dad said he would have to go to a chiropractor after the hunt!
Dad got his goat up in that area. We also saw the biggest bucks I have ever seen in California the weekend we were scouting. There were about seven bucks together and two were monsters. One not had a 30"+ rack it made the other bucks look like fawns he had such a big body. Talked with a rancher in Davis Creek that a friend hooked us up with and he had a B&C buck from the Gardern. Nice buck. Of course that was in the hay day of that area.
